Storage Heater Grants are based on the type of property you live in, how many bedrooms it has and several other factors. Your grant may not cover the full cost and a contribution is sometimes required.

The Government’s ECO Scheme was introduced with two aims in mind: to cut heating bills for low income householders and to reduce carbon emissions from inefficient domestic heating systems.
Free Storage Heaters Grants are not only available in Devon and Cornwall, they are available throughout England, Scotland and Wales.
The part of ECO which provides free storage heaters to qualifying households is called the Affordable Warmth Scheme but this is due to end in September 2022. The Government may decide to introduce a new ECO Scheme and if they do, the part which will fund free storage heaters is expected to be called the Help To Heat Scheme. Qualifying criteria for free storage heaters is expected to change at the same time, so if you qualify today, you may not qualify after September 2022.

The Energy Companies Obligation ‘obligated’ the major energy companies to provide funding for the following measures:
- Replacement Electric Storage Heaters
- Replacement Central Heating Boilers
- Installation of Cavity Wall Insulation
- Installation of Loft Insulation
They achieve this by placing a levy on the electricity bill of every domestic property in the UK. This money collected is diverted into an ECO Fund and it is used to provide ECO Grants to low income households.
In addition to Free Storage Heaters Grants, we can help arrange Oil Boiler Grants and LPG Boiler Grants. However, due to restrictions in ECO Funding grants to replace gas boilers is severely limited under the current version of the ECO Scheme.
The amount of your Storage Heater Grant depends on the following factors:
- Which type of property you live in, house, bungalow or flat
- How large your home is
- How many bedrooms your home has
- How many external walls it has
- Whether it has cavity walls or solid walls
- How well your home is insulated
The ECO Scheme uses these factors to estimate how much you would cut carbon emissions from your home by making it more energy efficient. The greater the reduction in your home’s carbon footprint, the greater your storage heater grant will be.
If your storage heater grant is high enough, you may have free storage heaters installed to replace your old ones. If your grant is insufficient you may be asked to contribute to the cost but we will not know this until after your Free ECO Survey.

You must meet ALL 3 parts of the storage heater grant qualifying criteria to be entitled to an ECO Grant. These are in respect of:
- Your Home
- Your State Benefits
- Your Existing Electric Storage Heaters
Even then your storage heater grant may be insufficient to pay for completely free storage heaters and you may be asked contribute to the cost.
If you choose not to contribute, your storage heater grant application will cancelled and there will be no charge.
Storage Heater Grants are available in England, Scotland and Wales, not just Devon and Cornwall.
The Free Storage Heaters Scheme is strictly a ‘Like for Like Replacement Scheme’.
This means that you must have old faulty electric storage heaters installed in your home at the time of your Free ECO Survey. If you do qualify for a free storage heaters grant your ECO Accredited Installer must be able to remove your old electric storage heaters before they can install new ones.
Only the most energy efficient, high heat retention electric storage heaters can be installed under the ECO Free Storage Heaters Scheme. They are up to 30% more energy efficient than old, traditional storage heaters due to:
- superior insulation qualities which maintains the heat supply for longer
- electronic control systems which learn your heat demand patterns
- a convection heat facility to boost heat output on the coldest days
The two main brands of high heat retention, electric storage heaters installed under the ECO Scheme are from the Dimplex Quantum range and the Elnur ECombi range.
Electric storage heaters contain heat retaining clay bricks or a ceramic material which stores heat generated from cheap electricity during the night and releases it throughout the daytime when it is required.
Electric storage heaters are sometimes called night storage heaters because most electricity supply companies offer cheaper electricity during the night time when demand for it is much lower.
Electricity tariffs such as Economy 7 allow householders to use cheaper electricity in the seven hours between midnight and 7 am.

To qualify you will need to receive certain State Benefits or Tax Credits just like the Free Storage Heaters Scheme.
And remember, the ECO Scheme only offers grants on a ‘Like for Like’ basis. To qualify for a Storage Heater Grant you must have faulty electric storage heaters installed in your home which can be replaced.
Likewise for Boiler Grants, you must have a faulty Oil or LPG Boiler to remove.
For the purposes of the ECO Scheme the person living in the property with faulty electric storage heaters is the applicant but with your tenant’s permission you can apply on their behalf.
Your tenant will need to receive one of the qualifying State Benefits or Tax Credits AND have faulty electric storage heaters installed in the property at the time of the Free ECO Survey.
Will it cost me anything?
The initial survey is free of charge but the amount of the ECO Grant is determined by the property type, how large it is and how well insulated it is. The ECO Grant may not cover the full cost of replacing the faulty storage heaters so your tenant may not qualify for completely free storage heaters.
Generally speaking, the smaller the property and the more heaters are currently installed in it, the higher the likelihood there will be a contribution required. However, more energy efficient storage heaters will help you to satisfy the new Minimum Energy Efficiency Standards which come into force in April 2018.
Neither are free storage heaters available to tenants in Housing Association homes or Shared Ownership homes.
To qualify for free storage heaters you must live in your own home (either fully owned or with a mortgage) or one which you rent from a private landlord.

However, please remember that this is a Government scheme so there will be the obvious checks carried out to ensure that only those householders who are entitled to help will receive it.
